for the Chess Horizons Editor Agreement and Policies

  1. The Purpose Chess Horizons (CH)
      1. To serve the goals of MACA.
      2. To be one of the primary benefits of MACA membership.
      3. To give MACA's membership a sense of ownership and pride in both the organization and the magazine.
      4. To be an educational and informational chess publication.
      5. To promote chess in Massachusetts and New England.
  2. The Editor's Role
    1. General Responsibilities of the Editor
      1. Produce a top quality magazine in both look and content.
      2. Include material of interest to all playing strengths and MACA geographies.
      3. Manage within the budget set forth by the Board.
      4. Deliver CH to the membership by the first week of the month for that issue.
      5. Abide by all MACA rules and regulations.
      6. Not use CH to promote political, personal, or business interests.
      7. Maintain an e-mail account for communicating with the Board, contributors, staff, etc.
      8. Include as many people as possible in CH production. This is intended to spread workload and to develop a pool of qualified assistants.
    2. Advertising
      1. Treat ad revenue as a top priority for CH.
      2. Cooperate with the Advertising Manager in his efforts sell ads.
    3. Chain of Authority
      1. The Editor takes direction from the Publications Coordinator.
      2. Inform the Publications Coordinator of all relevant issues affecting CH and MACA (i.e. delays in going to press, etc.).
    4. Number of Issues
      1. The Editor shall produce the number of magazines per year as decided by the board of directors.
      2. The Board can change the number of magazines produced per year at any time.
    5. Basic Items to be Included Each Issue
      1. MACA Web Site information and URL prominently displayed, ideally several times.
      2. MACA Bookstore advertising and URL prominently displayed.
      3. Membership and subscription fees and procedures.
      4. Editorial staff listing.
      5. MACA organizational listing (At minimum: President, VP, Treasurer, Clerk).
      6. Letters to the Editor:
        1. Readers shall be directed to send comments or letters to the Editor to the Clerk or use the Chess Horizons e-mail address to submit them.
        2. No comment or letter shall be published in CH unless it is also in the possession of the Clerk.
      7. Reporting of completed MACA events and advertising for future MACA events.
      8. Reporting of regional scholastic events.
      9. Reporting of local area players' significant results in regional, national or international events.
      10. Club and regional news shall be located towards the back of the magazine.
      11. The Details of Future Events section shall be located at the back of the magazine.
      12. The back cover page shall be reserved as a premium advertising page.
      13. Crosstables or partial Crosstables are desirable as space permits.
    6. Post-publication Requirements
      1. Electronically send all files used in the production of the issue to the Web Master.
      2. Submit a report to the Publications Coordinator and the Treasurer soon after each issue has been mailed, including:
        1. Detailed expenses, fees, and other financial commitments incurred in the production of that issue. It must enable the treasurer to pay for services rendered for that issue.
        2. Provide any relevant information about the production and mailing of the issue.
        3. Provide the status of agreements made with contributors or advertisers.
    7. Rights to materials
      1. All content and layouts used in the magazine are the property of MACA.
      2. All articles, software, hardware, and other purchases paid for by MACA are the property of MACA.
    8. Compensation
      1. The pay for each issue shall be agreed to in advance, payable after the issue has been mailed.
    9. Duration of the Agreement
      1. Unless the Editor is dismissed or resigns, the term of the contract will be for one year's worth of magazines.
      2. The Editor shall provide MACA at least two months' notice before resigning.
      3. The President may suspend the Editor temporarily if he feels that it is in MACA's interest to do so.
      4. The Board may dismiss the Editor at any time with a simple majority vote.
    10. Editor's Responsibilities Upon Termination or Suspension of Duties
      1. Quickly transfer materials to his replacement to ensure meeting production deadlines.
      2. Submit a final report to the Publications Coordinator covering any open work items or arrangements for future CH issues.
      3. Provide all information on pending expenses to the Publications Coordinator and the Treasurer.
      4. Provide advice to the Publications Coordinator to help in the production of the next issue.
  3. The Publication Coordinator's Role
    1. Aid the Editor by soliciting assistance or establishing contacts in connection with the publishing of CH.
    2. Resolve any dispute or contention concerning the magazine. (Note that the Publications Coordinator answers to the Board of directors.)
    3. The Publications Coordinator shall give great consideration to the views expressed by the Editor when considering stopping the printing of a feature. He should only intervene when he feels that important organizational goals are endangered or that MACA would be at risk (e.g. A lawsuit might result if something is run, etc.).
  4. The Board's Role
    1. Budget
      1. Control the budget detailing fees such as the Editor's, Assistant Editor's, Games Editor's, and Contributors' fees, printing and mailing costs, and any other CH related expenses.
      2. Review the financial status of the magazine throughout the year to watch its performance against budget and to ensure that it does not go over budget.
      3. Upon request of the Editor approve additional funds should the budget goals not be in compliance.
      4. Take an active interest in the magazine to make sure that it is serving the membership, provide feedback to the Editor and ensure that the Editor is not abusing his trust.
      5. Not pass any motion or requirement affecting CH without taking into account the Editor's opinion on the subject.
      6. The Board may change the budget for CH at any time.
    2. Letters to the Editor - Clerk's Responsibilities
      1. Maintain a binder with all letters to the Editor received either by paper or e-mail.
      2. Review new binder entries at each Board meeting.
      3. Distribute a copy of all binder entries to the Editor for his review and possible publishing in CH.
